Florida Gov. Ron DeSantis hosted a press conference on Thursday morning in The Villages.
THE VILLAGES, Fla. - Florida Gov. Ron DeSantis said he wants to establish rules to protect Floridians from artificial intelligence, commonly known as AI, and AI data centers.

"Today, I proposed new legislation on artificial intelligence and AI data centers to protect Floridians’ privacy, security, and quality of life," said Governor Ron DeSantis. "Our AI proposal will establish an Artificial Intelligence Bill of Rights to define and safeguard Floridians’ rights—including data privacy, parental controls, consumer protections, and restrictions on AI use of an individual’s name, image or likeness without consent."
Under the proposed bill of rights, the Governor's Office has proposed:
- Prohibit AI from using a person's name, image, likeness (NIL) without their consent – and tie it to harm or sale of a product. Examples included political ads, schemes to defraud already in law.
- Require a notice to consumers when interacting with AI, such as a ChatBot
- Prohibit state or local governments from utilizing DeepSeek or other Chinese-created AI tools
- Prohibit entities from providing "licensed" therapy or mental health counseling through AI.
- Provide parental controls for minors, allowing parents access to the conservation a child has with AI. Also, allows parents to set parameters.
- Ensure data inputted to AI is "secure and private."
- Prohibit companies from selling or sharing personal information with third parties
- Limit insurance companies from using AI for insurance claims
DeSantis also said he wants to protect Floridians from paying for AI Data Centers. Under the proposal:
- Utility companies – electric, gas, water – cannot charge more to help fund hyperscape data center development
- No taxpayer subsidies for Big Tech
- Local governments can prohibit data centers being built or developed
- Also includes protections for Florida's water resources and environments
