Coastal counties prepare for Tropical Storm Elsa

As of Monday, there were no evacuation orders or shelters open in coastal counties that are in Tropical Storm Elsa's path, but that could change depending on the upcoming forecasts. Still, officials are stressing safety above all else, as topical storms have cost millions of dollars of damage in the past.
