State Attorney Monique Worrell: We need more help for youth programs

State Attorney Monique Worrell on Tuesday announced a new initiative, called "The Missing Middle," intended to come up with legislative ideas to help create preventative programs for youth offenders. She said the justice system is dealing with a huge increase in youth offenders and that it's not equipped to handle it.
