Insanity defense must be reformed, Uthmeier says

Florida Attorney General James Uthmeier is calling for legislative change, asking state lawmakers to consider his proposal to reform the insanity defense. Supporters say the change is intended to eliminate what they describe as loopholes in the existing law while preserving due process.
