Hillsborough plans registry for animal abusers

Animal abuse outrages almost everybody, and now, Hillsborough County is trying to do what it can to try to prevent it by creating an animal abuse registry.

Here's how it would work: Anyone who has been convicted of animal abuse or neglect would have to register, or get fined.

The goal is to ensure that no animal is adopted out to someone who could potentially hurt them.

County commissioners just passed the plan and now it's up to the county attorney to create the registry. 

It will also go online so animal adoption agencies and the public can access it.  The database will include the offender's address so neighbors will know as well.
